Forjj core to re-organize

Following PR #116, we identified the need to re-organize the core of Forjfile management.

So, this US will have to rewrote with more clear step what forjj do in 2 major steps:

  1. before cli (ParseContext)
  2. after cli. ie create/udpate and maintain

We will need also to start writing appropriately the DESIGN.md file

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
